I am playing a monarchy, (actually a military tribe that has become a monarchy). I have several characters that have the ambition to become a minister. I have looked and looked but cannot find anything by that title. Does minister referto something else? To a group of titles? I am not sure what I should do to help these characters full fill their ambition and what will be the result if I do not, (what would be the result if I do?)

If you go to the Government screen, the "minister" title refers to any of the five in the middle there (the bottom ones are tech positions that are not included).
