I have a question about the estimated effictiveness of trade agreements. If it is 75%, for example, does that mean that 75% of the transaction will be completed and the remaining 25% never happens? Or does it mean that my nation will contribute 100% of our goods to the agreement but only receive 75% of our partner's goods?

It means that 25% of the shipped goods don't reach their destination, for both sides.
