Considering that peace negotiations are made on the state level, how are you going to split state into two countries?

I don't think that's quite what they meant with peace negotiations being on the state level. I doubt we won't be able to take single provinces.

No, but it could have been changed:

Will "take all Cores beloning to us" be a war goal? I'm thinking the US vs both Mexico and the CSA.

And will it be "we want provinces x, y, z" or "we want Cuba and the Phillippines" as a war goal.

Finally, is "liberate vassals / satellites / countries" a war goal? Would love to kick the Euros out of the Caribbean like that.

It is by State at this moment in time. However the goals are not finalised, it is more a starting point.

I wonder about small AI controlled states. If somehow they manage to fill their states with 8 low profit factories early game, will they stay as a low profit producer all the way till late game (which seems like a good way to artificially limit an AI country) or will they demolish low profit factories to make room for automobile factories and other high profit factories?

There had to be a limit. In a system created on a computer, everything has a quantifiable limit. The kind of people complaining about this are the kind of people who don't see why it's gamey to finish a game as Uruguay with 100m people.

This limit is by design, to hide some badly modeled economic aspects, it is not due to a lack of computing power.

Factories not turning a profit will close by themselves unless they are subsidized
