I don't have any problem with it, but it occurred to me:
What happens if a state is split between two countries?

Presuming the limit is 8 in each separate part of the 'state' (which it might not be), what would occur if say, there were 6 factories in each half for a total of 12 and the state was later conquered entirely by one of the countries?

Considering that peace negotiations are made on the state level, how are you going to split state into two countries?

Meaning, situation never comes up.

When game starts, Sardinia-Piedmont owns Nice.
I think Nice is part o a state in the south of france, and not a State on its own ( I don't remember the name in Vic1 but i'm sure this is the siutuation) shared between France and S-P .
Definitely it's is not part of Piedmont state.
What will happen when France will regain Nice ?

So its not possible to take a part of virginia/kentucky/wherever in the US civil war for example? Well that doesnt really make a whole heap of sense.

And Im not a fan of arbitrary limits on factories. Its fine on railways/forts etc but I dont see a value of setting limits-unless tied to state size. I can see a limit on the amount of factories in Gibraltar but to say New York City cant have more than any other places seems a bit odd to me.

Don't forget that 8 is the limit on the number of factory KINDS in the state. New York can have a level 28 steel mill, a level 32 chemical plant and level 40 Car factory, making that the equivalent of 90 factories and it still only takes up 3 slots out of the 8 available.

The State split between 2 countries is interesting though. There is the Nice in Sardinia piedmont. Several of the German mini states might be unified into a single state after the 3 hurrays as well. I am guessing that Nice will either be its own state, or that the factories will be consolidated and if somehow there are more than 9, the smallest will get deleted.

I think that the hardocoded limit is going to be a far smaller issue than people are making it out to be.

Some people have just misunderstood it and are thinking it means a limit on total number of factories, whereas it actually is the amount of different sorts of industries.

It appeared that the maximum size of a factory is 5, but that could be to do the technology and factory type.

Don't forget, that by the time car's invented New York can already have 8 level 40 factories. So if you would want for some reason to produce cars in this state you'll be forced to close one (or maybe you won't be able to do that?). Hope it's modable.

I don't get all the hate. I never had more than 8 factory types in Vicky 1 anyway because they cluttered the screen.

and anyway, im hoping with enough artisans i wont even need factories,

I would imagine that would not work very well, as your industrial power score is based on the number of factories or the number of factory workers you have, thus it would be very difficult to be a Great Power.

There might be other problems such as; your country not being able to compete with industrial countries and therefore be poor, you would have no clerk POPs which might effect your research point production.

I think the 'issue' here, if people have one, is why the arbitrary limits? What purpose does this serve?

There had to be a limit. In a system created on a computer, everything has a quantifiable limit. The kind of people complaining about this are the kind of people who don't see why it's gamey to finish a game as Uruguay with 100m people.

1. Game balance
2. Game engine restrictions, efficency etc.

I belive that after 50 years ingame with free limits on the factories(and other stuff to maybe? ) it would start to go slooow, and people would start to complain on how slow the game goes :)

It isn't necesary any of this but probably some of it is.

As I understood it, you cant even get 8 factories until certain techs are researched. So you will have extra room when the tech for phones/automobiles etc is right after the tech that increases factory room. The only 8 factories limit must be because of ui display. Why a slider cant be implemented im not so sure.

The limit is one of every type of factory in every state. At least code wise. I dont mind the 8 limit personally.

(Just speculating here) Maybe you can have states in multiple countries, but you cannot separate them if the state is unified. The factory limit could be split between states by number of provinces.
