Since we're talking about Steppe Hordes, is there a rationale for them no longer being subject to Tribal Succession Crises, unlike in EU3W?
They are, +10 global revolt risk and revolts in all non-core provinces included, but the crises ends when you put down the rebels so it's a bit of a joke.
