This question has to do with reducing army division size during the peace. It has been noticed that the AI seems to drop most of its divisions to about 10% strength during peace time. How can the player do the same?

You can do this by sliding the Army (and Navy) Maintenance slider to the left. The farther left you go, the more your units will be reduced. Happens over a relatively short period of time (2-3 months I believe).

Bear in mind, though, that you will require 2-3 months of full maintenance to get them back up to full strength, and then only if you have the required manpower.

I think what he means is why the Ai can reduce it's army's to 1000 men and the human player only to 1900 men.

I imagine that the lowest a human can go is 19%. However, if you were to change the army_maintenance line in the save file to 10 rather than 19, I suspect that would get it down to 1000 per division.

The lowest a human player can go is determined by the military issue stance of the ruling party, whether pacifism, anti-military, pro-military, or jingoism. Pacifism and anti-military put upper caps on the military, but pro-military and jingoism put lower caps on the military, as I recall, thus making the former two better for times of peace, and the latter two better when you're expecting a war, whether or not you're the instigator. ;)

Ships do not use manpower. However, you have to keep them in port so they can "repair".

Your divisions will not grow by themselves even if you raise maintenance to 100%. You have to manually reinforce each division to have them be 100% or they will stay at their current size.

Yes and no to all parts I'm afraid to say. Ships do use manpower, but no one is sure as to how much. When you drop the naval maintenance to nothing and proceed to rise it again, the strength of the ships does slowly increase. There is minor problem with the repair thing, though: your ships will only repair to 100%. For un-attached ships this isn't a problem, but for the ships with, you loose that extra 20%. The only way to fix that is to throw them back into the force pool by pressing the fist at the upper right of the corps/squadron screen.

Yes, that is what I meant. Manpower is not directly used to repair the ships, but it is used for the ships to stay active. Though it is still minimal compared to land units.
