If you build a fort in a provence with 19 (less than 34)Infrastructure which you have conquered and annexed will it stop the organization and strength losses of your units as long as the fort is in supply?

1. Does anybody know?

2. Does anybody know what is supposed to happen if this is done?

It shouldn't. Instead of building the fort, build Infrastructure instead. It will take a year, but the Inf. should go up by 10 or more depending on what it was. At 19 you'd probably get to 30. However, if your troops are in supply, they will not decay to rapidly and should be rather inexpensive to build back up... I'd build the Infrastructure right away though.
