Yeah, read through the DD. It should be easier to convert cultures according to that, rather than either a long wait for random events or using societies to allow you to do it. Should be much better.

Also, technologies are now tied to culture which I don't believe was the case before. Cultures likewise have a "cultural head" who gets to decide which innovations the culture aims for. This doesn't affect spread, but it does affect culture mechanics in general.
