1. Hellenics are pre-reformed. They can gain a religion head, among other things (I suppose you could call that reforming)

Er. Does it effect the Legacy of Rome DLC? Like... I remember I needed to be Christian only to form the Roman Empire. Will CK2Plus enable me to be Hellenic Pagan as well?

It's alright. And yes, in fact Romans in general are the only ones who can form it without the event. I don't have the code open in front of me at the moment but I THINK I restricted that to Hellenic Romans, but I'm not 100% sure.

So it can't be a Greek or Italian?

Nope, has to be Roman Hellenic Pagan otherwise you have to do it via the decision/event as HRE or Byzantium (Byzantium will, however, allow you to be Hellenic Pagan as the Emperor, so you could do it as an Italian or Greek that way)

In regards to some pagans such as Celtic, it is indredibly hard to get moral authority, as unlike Norse, they do not get moral authority upon conquering counties, piety, etc.

At start, i have 0.03% per year to convert a province. With 2 holy sites, and a mora lauthority of 24%, i have.. 0.4% per year. I have literally no means of getting moral authority other than crushing revolts, defending against holy wars, and getting holy sites. Once of which is located in france

That shouldn't be right. I played as celtic a little while ago and I was able to increase my moral authority via the usual means. Conquests, church building, character conversion (this one seemed pretty random). I know that the modifiers don't last forever though so you have to keep doing them or they go away eventually. Unfortunately I upgrade to 2.2 and so can't taste it (to lazy to roll back).

My question is if there is any way to make either or both of the Celtic holy orders into vassels. If not I'd like to suggest that.
