Yes, you can do that with random events.

i have try with normal random events, with random = yes code but this means most of the times a lot of months for the event to fire.
What i am looking for is an event that happens when the conditions are met but not with 100% of possibilities.
Now i think that with the code random = 30% there is a chance of trigger of 30 percent.
