Hi! I've been playing as Indian Sultanates in 1.30, especially Mughals, and I was wondering? Why can't Indian Sultans adopt the Jain Political Control privilege? Without access to Burghers, and with this privilege restricted, there is no ability for Indian Sultanates to have access to +1 Diplomatic Power from estate privileges, which I think makes them the only group in the game not to have access to this. Is this for balancing purposes, or is it thematic? Thanks in advance for your time if you get around to answering this.

I think makes them the only group in the game not to have access to this

Worth mentioning that hordes only have very limited estates, and merchant republics, pirate republics and parliamentary monarchies, among others, have no estates at all. Unlike the Indian Sultanates, those aren't oversights, but considering how important - integral to the gameplay, even - estates have become, I really wish Paradox would reconsider on that.

Parliamentary monarchies have clergy and burghers they just lack nobility?
Niche republics have factions which as a dlc feature will be hard to get rid of

It's funny because the way they have adjusted estates would have fit merchant republic factions even more in terms of diets and certain privileges. They really need to at least make it so that factions have access to the diet mechanic (called council or something else) and perhaps at least make it so you can click some buttons to enable privileges temporarily for benefits. Merchant republics are so outdated right now and that's honestly very upsetting, 1444 to 1499 was golden age of Venice.

That's a good point. I did a Venice into Italy run recently, and I couldn't ditch my Republican government fast enough. I really like the new estate system, and governments that don't have them aren't appealing at all now. Factions are a pale and useless shadow by comparison.

You're sure your ui mod isn't interfering with it? Could have been removed between patches but I saw it in a 1.32 mughals game. Maybe your weird tag formation is the cause

I don't think that fixed is the right word here, but since version 1.33 the privilege is available for any country which doesn't have the Burghers estate. Did you try to disable all mods and wait for the next month tick and scroll through the whole privilege list?
Here is the code:

Edit: if you still don't get it, what is the checksum which is displayed in your main menu? (the checksum in the launcher doesn't count)
