Question for CO: built in vacancy rate for high rise residences?

I was noticing that very few high rise residences fill to capacity even when there is an influx of nearby jobs. Is there a built-in vacancy % mechanic in the game?

Now that you mention it ... yes! But also on low. You just don't notice because e.g. 80% of 5 is still 4 or most times 5. On high rises it's then 12 - 15 of 15.

Ahh. eureka. Yes..20% vacancy and it kicks it at a certain population number or is it when high rises are unlocked. I don't like the fact that its a uniform 20%. Why not a random variable from 0% to 25%?

It's a complex interplay in some seriously complicated incoming/outgoing offer code. I don't really understand how it all works, but I made a mod to make some incoming offers for people to move in based on unemployment and happiness levels.
