I think that's what Rylock was talking about. It's only one little click at the beginning of a game. Really, how is that any different than typing a "y" or "n" when you install the mod, except that it offers you more flexibility within the same install config?
I think he meant to make them a game rule, rather than an install option or a decision.
Yes, although there is a point where the team needs to be willing to do the work to make something optional. Just because someone has decided they need even more options added to a mod with an already-ridiculous amount of customization options doesn't mean the team's going to leap to provide them. That's a point where you need to do the work yourself.
Shouldn't it be possible to simply make a day one event that enables/disables the empires (using the existing decisions' logic), depending on the game rule?

Should be, yes, depending on how the game rule system works.

As long as the implementation isn't too complicated (which remains to be seen), I don't see what's the problem with this.

I imagine the already-existing day one customization options will all be moved into game rules. My point was about the additional options/changes to options being requested -- such as removing the 'Bless With Luck' diplo-action, which my comment referenced.

If you use the "Find Title" window, the other empires (Britannia, Hispania, etc.) still can be formed--they're just titular, rather than de jure, since they haven't previously existed at that point in history. (I think there's a customization decision, called something like "Toggle Ahistorical Empires", that you can use to make them de jure again.)

The "Empire of Null" is a workaround for some bugs that occur when a kingdom isn't part of a de jure empire.
So side question:

I tried this, but I can't find the title (typing in Scandinavia results in nothing). I guess this has to do with the localisation of the title names, so it's something different in my culture (swedish).
Is there any way to find out what the name is? Or can you give me some tip on how to find it?

Alternatively, you can search for e_scandinavia in the file common/landed_titles/swmh_landed_titles.txt. The requirements for forming the title are in the allow section at the bottom of e_scandinavia's section in the file. In short, you must:
- Be either Christian or pagan
- Have the kingdoms of Denmark, Norway, and Sweden
- Control the de jure capital of Scandinavia (Sjaelland), since it's a titular title
- Satisfy the default empire-creation requirements:
- - Not be at war
- - Be an adult
- - Not be in a regency
- - Have ruled for five years
- - Have 120 holdings in your realm
- - Not already have an empire-tier title
