To do westernization you will need to be 8 tech behind of a neighbor country of western group.

Question:
8 tech on one sector of technology, 8 tech in all sectors (adm-dip-mil) or 8 tech combination in all sector (3 in adm 4 in dip and 1 in mil) ?

Probably a combined total of 8 (so your last example of 3 in adm 4 in dip and 1 in mil). Just like EU3. Can't really find a westernization file in the game folder though.

AFAIK, the third option. This is also the way it wokrs in EU3.

You can see when you start the demo as the ottomans and hover over the westernise button that it says you are 3 levels behind and need to be 8.
