Question about War and PUs

I'm currently playing a game as England and allied with Sweden. Sweden pulls me into a war against Denmark and Norway with is in a PU with Denmark. I currently have 25% war score (capital and two other Danish provinces) but they keep refusing to give me Orkney (8% WS needed) which is owned by Norway. However, they keep asking me for peace and want to give me the two danish provinces in return for peace (which has a combined WS of 42%). Is it not possible to get provinces from the PUed country?

EDIT: Finally got 100% WS on Denmark but it's still not possible to get Orkney. I can get every Danish provinces with the exception of the capital though...

Is Sweden the attacker and alliance leader?
In my experience countries are extreme stubborn to accept offers from not-alliance leaders while at the same time offering their own much harsher conditions. For example their refuse to concede defeat and offer half their country at the same time.

Take the island and im sure you can get it in a peace deal.

Yeah Sweden was the war leader and attacker. I ended up having to make peace with the Danes then declaring war by myself against them after 5 years and I managed to take Orkney without problem. It's strange. Maybe it was a sudden glitch :/.
