question about the mamaluk goverment (without last dlc)

I have 2 things that i dont understand about the mamaluk goverment,
Is there a way to change this goverment without forming egypt?
as mamaluks i want to form egypt from decision,but it says that i dont have mamaluk goverment,while i have, is it a bug?

The decision requires that you don't have the Mamluk government to form Egypt, not that you have it, so that's WAD. Otherwise, no. You can't change its government, except by forming Persia/Mughals/Prussia. This is not WAD, and hopefully Paradox intends to fix it. The Mamluks are just monkeyed in general this patch without CoC.
