Question about 'The Dragon Swallowed The Sun' achievement

I'm curious about the description here. I know the achievement says that you can't be in a faction, but what if you made it?

Little backstory here; After I broke free I took the White Peace (probably a mistake) and puppeted some of the Warlords, to prevent a weird situation where they jump back to the CUF (which I had seen before in AI Qing) I created my own faction. Have I screwed myself out of the Achievement? Or am I still eligible?

I'm pretty sure I remember getting frustrated because making my own faction prevented me from getting the achievement. Even now in Steam, I have "Hail to the Qing" but not "The Dragon Swallowed the Sun".

Though it has been a year since that attempt. Did they fix it?

You can probably check in the achievement menu, the little cup near the World Tension meter.

I did and it still says the Achievement is available, but given the description I wanted to ask.
