Can Russia still form the USSR ? like controlling all those minor russian countries(beylorussia,lithuania,latvia ,kazakstan etc.) ?

I believe there will be some sort of communist faction in the civil war, but there will be no country called the USSR. If the fascist or communist faction wins the civil war, then they will likely claim Kazakhstan and Belarus. War with the rest of Europe (CTF) starts when they go to war with Ukraine.
