what will be requirements of forming rûm? I heard it was for any muslim country who annexed ottoman empire is that right? if so it would be cool to form Rûm as Mamluks or Persia 
Or who knows even as Tunis (tunis is actually very good to form it or morocco... tunis can plunder entire mediterrian sea and when privacy turn into some useless thing he can form Rum to change ideas)
