If this has been asked before sorry for repeating but from the AARs it seems as if railroads can not connect between nations? Is that really the case? Very bizarre if it is and totally ahistoric. Means there can't be an Orient Express

In short, yes, you're right.
I don't think it changes much. When calculating movement, I think it's the infrastructure in the province that is used, not the qualities of the connection to the next province.
But it does look a bit strange on the infra map, I'll agree
