In Victoria 2, production is dependend on number of people working in a factory and not on number of POPs. I like this change, as it removes the illogical necessity of POP splitting.

However, IIRC the reason for this mechanism in Victoria 1 was that smaller nations could have a relatively high production so that they stoot any chance against larger nations. With this mechanism removed, won't this become a problem?

If they want to keep some kind of small production efficiency bonus with the new continuous population production model it seems possible if the production function is not linear but more like a square root (for example).

Linear = 1000 workers produce 1 unit of good -> 10000 workers produce 10 units of goods
Square Root = 1000 workers produce 1 unit of good -> 10000 workers produce 3.16 unit of goods

However this has a nasty side effect as it push toward a maximization of the number of factories (as in vic1) with small production but more efficient. I don't think this is realistic... large factories should be more efficient than small ones. That way small countries will have incentives to specialize themselves in a limited number of productions in order to be competitives...

most realistic would be a production function first with increasing returns to scale, in higher niveaus a diminishing marginal productivity....

what I am much more concerned about is that RGO should be limited in size, unlike in V1, where you could have an indefinite number of workers cut wood in one province....

decreasing marginal productivity in RGOs or a maximum of people work in each would add much to the game feelin right

huh, squares in mathematical models for a game just make big messes, imho and short experience. not that i dislike your idea but i've seen in some tests i've done in the past that a model with linear functions is healthier for the designer. allez,i mean, in plain english, when square functions go crazy you're never sure where the hell to cut off.
i'd rather go for logarithmic functions that are so much better to control. in any case it's the analysis of the limits of the functions what rules the goods models, me zinks.

As long as small nations have a technological advantage this shouldn't be a problem. The Netherlands and Sweden should obviously be more industrially powerful than China and Iran, but that doesn't mean you have to nerf the US and Germany by having large factories be unproductive.

Factories represent branches of industry rather than single enterprises. So, relation could just be linear.

I think this is in part solved by the new mechanics behind social mobility.

Having lots of POP's in Vic1 was a huge advantage because you could promote them at will. Your new factory needs some craftsmen? No problem, find a few POP's and with some money thrown at it, production could start. In the first few years, the scarcity of some goods would hinder you a little, but this was usually just a very temporary problem.

This time around though, it won't be so much about who has the most POP's or the biggest population because you won't be able to turn a state's entire population into craftsmen and clerks at a whim.

In Vic2, it will be all about who is the best at leading his population into modern professions, because a nation with 500,000,000 grain farmers, won't be as succesful as one with 1,000,000 clerks and craftsmen. Smaller nations will probably be better at pushing their people to higher income classes like capitalist and clerks too, because the wealth created is divided among less people. If so, their factories will be more efficient and industrialisation faster.
