I see that after I passed this reform, I lost the ability to appoint new electors. If I were to diplo-annex one of the electors, does that mean that the authority penalty over time for not having enough electors is gone now?

I want to annex him because he is the wrong religion and that is making him oppose revoke the privilegia and I don't want him to revolt during the war.

I think at this point all you'd get is the standard annexing another HRE member penalty, the elector-specific effects are all no longer active.

In my current game as Austria all the Elector penalties are still present after I proclaimed Erbkaisertum. For example I was unable enforce religious unity for The Palpatine and Saxony because they had a major Elector malus on the decision.

I think this should be removed, after they have no vote anymore. As well as the CB to Revoke Electorate, which also doesnt make any sense now.

I think there are still some buggy elements to the HRE. For example, Bohemia is an elector in my game and refused to become a vassal when an AI Austria passed the penultimate reform. However, as they remain an elector they show up in the HRE map and I would need to occupy their capital to dismantle the HRE before Austria can turn it into one nation and that doesn't make any sense to me.
