Sometimes we can get ships from exploration, which usually has higher tier components that we cannot reverse-engineer the tech directly.

But if other empire has it and we destroy such ship, we can send science ship to salvage and reverse-engineer the tech.

So is such mechanism legit?

Because I just got Caravan Cannon from very early game from a war with another empire, they must purchased it from a Caravan fleet. And this weapon is super OP especially in early game, it renders most of early to middle weapon tech useless.

It's a bug, at least in 2.2.4. You start with t2 caravan cannons and can't research t1 plasma. Once you get t2 plasma it will still say its the caravan one until you put the component on your ships and will work fine along with t3. Even after you get t3 plasma though all your upgraded starbase bastions will have the t2 caravan cannons in the regular plasma slots.

I get by just not putting it on my ships and the AI is still brain dead and builds flak corvette fleets well into the midgame, so this only affects you if you want it to (other than missing out on t1 plasma).
