I'm confused as to who it applies to. I know it applies to powers such as Britain, France, America, etc; but do they lose it if they go authoritarian? Do they lose it if they've been in a major war? Or do they always have it no matter what? Is it hard coded?

I've almost always played as Axis nations, so I'm a bit confused as I am now playing as France, going to go authoritarian and make an empire. :p

Edit: Looking at events and such, it seems that it is lowered simply by German events for, say, France, and eventually dissapears on a historical course. Yay.
