Are you going to be realistic in the terms of actual nukes in a country, say Russia? I think 20,000 odd nukes in a game engine such as HOI just wouldnt work out. Are you going to like put 200 nukes for Russia, 300 for USA, 100 for China etc etc. And if a country starts a nuclear program, will there be punishments for it? Like the US right now is raising a fit for a supposive North Korean Nuke program...

We won't really be having nukes. In real life, using a nuclear weapon equals game over because your country is destroyed as well as all of the others.

The primary reason behind the decision is the AI. The AI still acts like it is in WW2, meaning that it will use any and all of its nuclear weapons as soon as it can. Because the game starts with the Iraq war, we would see Britain and the United States turning Iraq into a big sheet of glass by launching two hundred nuclear missiles at it. When China attacks Taiwan, they would make it glow green before they landed troops. Both of these things can't happen.

The exception might be a few events that will give nuclear weapons. North Korea might get a single missile through an event which the AI would use immediately on some target. This might effectively represent the "rogue" nation .
