question about nomads & unlanded nations

hi, just wanted to ask if there's ck2 style nomads or playable migrators, right at the start, since map looks extremely empty to be filled. it wouldn't make sense if a random nation from gallia colonizes the baltics, although the ability to do it is great to have. i would say that it should go on a half-historical path, and not only creativity or randomness of a game, ahistorical to fill the blankness of the map. the blankness of the map is reasonable due to no knowledge about them in 3rd BCE, but as time goes on some clans, tribes or whatever should come out of nowhere, or already exist on those lands as unlanded migrators, or as nomadic tribes.

i meant like countries popping out like eu4 has in africa, during gameplay some nations or nationals gathering their army and forging them a country in whereever they want, with the pops they have in the province they popped out

I really doubt that there will be CK2 type nomads. However, smaller barbarian tribes can migrate if they so please.

So, according to the footage IGN released there's a concept called "barbarian power" which has its own map mode and builds up in provinces with low civilization. Barbarian power gives a small chance of spawning barbarians over time, and although it's not been stated I'd assume these barbarians can establish new tags (even if they're just quite generic dynamic tags). We have very few details on how this system will work beyond this basic outline, but it seems pretty close to what you suggest.

CK2's nomad system is meant to depict the high point of steppe nomadic incursions into Europe, so while there are nomadic steppe peoples in the game such as the Scythians and Sarmatians, I wouldn't expect them to have fully fleshed out mechanics beyond easy access to the steppe horse resource (and possibly their own military traditions).
