Is there a way to leave a fleet as naval strike force but prevent it from chasing sub sightings? I've got the bulk of my british fleet in the med to try to catch out the italian navy but it just keeps chasing random subs and using up tons of oil

The simple answer is: no. But unless your patrols are set to "Do not engage", they should be able to deal with the subs on their own, without needing the intervention of your strike force. If they're set to "Do not engage", change their engagement rules or set up a dedicated patrol force for ASW duty on Low or Medium Risk engagement rule.

Other options, which I like to use: build land-based radars in Malta and/or Gibraltar and/or Alexandria, deploy some Naval Bombers there on Naval Strike mission, and have at it. The subs won't be a nuisance for very long.

Maybe make a smaller destroyer fleet set to engage at low risk.

Also if you have Naval Bombers, they are arguably more fuel and IC efficient than ships.

You should be able to trade for a lot of oil too.
