Question about multiplayer and national focuses.

If all the major nations are played by humans, let's say that Japan goes for a pro-German route with the focuses, whereas Germany goes for pro-Chinese focuses. Would this have any larger effect other than maybe the Chinese would gain some German troops and some aid for their industry? Would this decision have any objective effect on diplomacy or can the guy who plays Japan just shrug it off and act like nothing?

Stuff like the treaty with the USSR and the molotiv-ribbentrop pact for example needs to be acepted by the russian player (see the red writing). Other stuff like befriending other nations for example increases their oppinion about you. National Focus dont force you into anything and you always have the choice to decline it.
