Each province has different levels of military/economic/cultural advance, and higher the level, the more the province seems to contribute to the overall military/economic/cultural technology research.

My question is, do they have any other effects? For instance, does the military advance level of the city affect the strength of the troops raised there?

Also, you can send your council member to aid research in provinces that you own. It says something like + 55% military technology growth rate. Now, does it matter where you send your council member? For instance, is it better to send him to a province with low military advance level or a higher one? My only guess is that it is better to send him to a province deep within your territory, due to the technology spread that gradually occurs over time. If you send him to a border province, any advances that he aids there will also have a chance of improving the level of your enemies.

Does anyone know more about the system?

Did some research on my own, and I think I found a serious bug.

In the manual, it says you can set the research focus for your realm (not your demesne), but what happens is that the all AI-controlled provinces always have their research focus set on BOW, FARM, and NOBLE, regardless of the research focus you have set in the TECHNOLOGY tab. This doesn't just apply to your vassals, but to all AI provinces.

This results in AI research essentially being crippled, since there is severe AHEAD PENALTY, which I am assuming is the penalty you suffer if your tech level is ahead of the general historic date when such a technology existed. Seeing that AHEAD PENALTY is nothing to laugh at, it puts the AI at a severe disadvantage compared to the player. (Of course there is the possibility that the AI research could be operating on a totally different system, despite what the actual number say to the player).

I haven't been able to check whether the research focus for AI-controlled provinces changes whenever the research in a particular area is raised by 1 level, but seeing how all AI-provinces have the same FOCUS, I don't think it does.

Has anyone else had the same problem as I did?

Are you saying that you were able to check and all AI powers were researching the same things, and your non-demesne counties were doing the same regardless of your orders?

Just loaded up a game that was a bit further in, seems you are still right. The AI focuses on the first tech in each category, and doesn't change it, they stay on the default. Least the ones I checked. Nice catch.

You don't tell your vassals what to focus, they choose themselves, same as everyone else. Cept that no one is choosing anything, they are just staying on what they start as.
