Ok been trying to get the Civilized event for Japan and eventuly gave up the Military building of Regular inf devs with attachemnts should have given the rating I needed early, but that wasnt eh case for some reason, ok no heres is the question??

I had a few events with which I was given devisions in total I have 1 Cavelry dev and 2 infantry devs threw an event and they were putr into my reserves poll.. now then once I took them out of the reserve poll they ammounted to 3 points in military power rating, but when I built say 10 devisions of teh same type of infantry or cavalry, it didnt give me any were near the same ammount of points, infact 50 Regular inf devs ammounted to just 6 points in all, this is redicules how things like this are handels, I mean after I got the Restoration, i build a large ammount of troops this time I were worth like 10 times as much as they were when not civilzed, so that chart that was made by some one, which calculated how much each unite is worth, onyl works for civilized nations so be warned it dosnt work for Uncivilized for some reason, othre wise I would have been civilized by 1850, which at that point I could have been if I could have goten the military rating, wonder weather any thing will be changed to help get the military rating for civilized events in a future patch from the devs?

This is a problem that's been reported before--not being to rack up enough military points because the game seems to be calculating the totals wrong. I don't have an answer for you, unfortunately, and since no one else seems to either, you may just be out of luck until someone with more authority gets around to fixing it. Meanwhile, you can just civilize yourself through editing if you think you deserve it.

Out of curiousity, were the troops you built of native quality? I've been doing some testing with China and I haven't found a way to build regular quality troops as an uncivilized nation. Even if you build troops of your state culture they seem to come out as native-quality troops.

If they are native, then this is your problem. Native-quality troops count for A LOT less in terms of military score--about 1/8 of a regular unit.

Without actually having seen the military ratings chart you speak of, my thoughts on the matter. :)

The mil rating given by each division depends on troop type. The ones that give the most score are regulars, and I don't think uncivs can build them (as shawn_kenyon pointed out). Also, understrength divisions don't count as much. So if you have the mil maintenance on minimum, your 1900 strong divisions will only give part of the score that a 10.000 man division would.

Are you sure about the understrength div thing-I could of swore when adding a reg understrength still gave one whole pt?
Am playing Korea and the uncivilized thing does seem somewhat ridiculous. But have some observations.
I built nine manowars mil rating went up one.
Built 29frigates-0 increase same with 30 clippers.
So I guess manowars count the same as native quality troops and frigates count same as irregulars or not at all.

I remember someone's first post was working out how all the different units affested you military score. I don't know where that thread has gone though :(
Edit: Oh, it's active again, nevermind :)
