What are the needs for a country to be able to migrate? I am playing a game as Buton and if I stay a OPM with vassals, can I still migrate to get closer to them? (In other words, are North and South american techs the only people that can migrate?)

I think that siberian klans can migrate as well, but thats all. Why don't You just see if You can?
Because I am currently winning a war, but I have to wait atleast 3 years before 1450, which is around the time natives can migrate. If I can migrate I will vassalize but if not I'll take for myself
