When megastructures were first revealed, the DD mentioned that you wouldn't be able to build ringworlds and Dyson spheres around pulsars, neutron stars and black holes.

But the DLC's Steam Store page contains this screenshot:

Were the restrictions for ringworlds changed or why is this ringworld orbiting a neutron star?
