Hey everone, I am new to paradox forum and this is my first thread with a noob question.
I thought I figured out how these vassal levy numbers work but now I've seen something that I cant understant.
As you can see in the screenshot, 2 of my city vassals (Balthere and Eanhere) provide different percentages of troops which seems to be inversely proportional to their opinion of me and I cant understand why. Balthere is also my steward but I dont think that makes a difference.

Edit: Eanhere has 2 (4) martial skill
while Balthere has 7 (14) martial skill
and city levy size looks full

Maybe one of the cities is recovering their levies after having some losses which is likely for city levies as they are usually weak. Have you had war recently?

The marshal score of your mayor also counts. A mayor with very low marshal won't have a large levy to begin with, which makes your portion of his levy smaller as well. It's one reason why having high martian feudal vassals is great.

Thats a great point but the vassal that gives more troops (Balthere) has less martial skill

I think despite the bar being fully green the numbers in brackets show that Eanhere has more troops (121/242) of which he's providing you with 37) versus (45/360) for Balthere of which he's providing you 14, which seems similar at around thirty-something percent of the number they have. Not certain on that, mind.

I think the first number must be based on the max levy modifier of cities which is %50 and the second is their full levy and the troops they actually give me is based on the min levy modifier.
What I dont understand is why at the city of Balthere the first number is not %50 of the max 360 which is 180. This would make the actual levy count of this city 54 instead of 18.

Perhaps it's because of the de jure mechanics that you get those numbers. Scarborough is a part of your capital county York, while Preston is in a different de-jure county and duchy.
