I am currently playing a game in which I started as Jewish Khazars. After vassalising Georgia and some Muslim vassals (after a massive break up of the Abbasids), I managed to gain control of Jerusalem and surrounding areas. I then settled as Feudal in Jerusalem, giving me 'Empire of Jeruslam' with government type 'absolute hereditary Khaganate'. I then formed the Kingdom of Israel, but as I am already Khagan/Emperor, my realm is still 'Empire of Jerusalem' (not Israel).

Some questions:

Do I retain the title Khagan because of Khazar culture? If the ruler eventually switches cultures, will they still be Khagan? Is there any way to change this?

Is there any way to make 'Empire of Israel' with Kingdom of Israel coat of arms etc. be the title instead of 'Empire of Jerusalem'?

Can’t help you with the Jerusalem, but Khagan is because of Altaic Culture. Changing culture should get rid of it. As for Empire of Jerusalem, that’s probably because you formed Israel afterwards. If you have Customization Pack you can change the name.

The "Create Israel" decision only creates a kingdom. Since empire titles have higher tier than kingdom titles, your primary title is the empire and that is the title your ruler goes by. I wish there were an empire of Israel. As a Jew most people probably want to identify with all of Israel and not just Jerusalem, even if it is the holy city.

As Windwill mentioned "khagan" is the Altaic emperor title. It's one of the cultures* that has its own empire titles. I wish we could turn that off like titles named after dynasties and cultural title names (which despite the name only applies to the names of titles themselves, i.e. Sweden vs. Sviþjod, and not the ruler titles :( ). Hopefully one day we will get an option for the ruler title as well. For now the only way is unfortunately to change cultures. If you become Ashkenazi or Sephardi, for example, you will no longer be known as a khagan.

EDIT: Religions and government types can affect titles just like cultures**. Regular feudal government does not affect titles, though, and Jewish religions only affects religious titles (so rabbi, not bishop, etc.) and won't be an issue for you as a feudal Jewish ruler. :)
