The tooltip states that in the event of a white peace, a new empire will be created by the occupied systems IF they contain at least one colonized planet. That does not seem to happen any time that I attempt this. Am I doing something wrong, is the tooltip information incorrect, or am I encountering a Bug? if that is the case, I will post in the correct Bug thread. I just want to be sure I am not just a dumb Space President.

I don’t know about anyone else but this appears to be at least partially fixed on 2.2.2 for me. The AI just did an ideology war and it did carve a portion of their enemy empire off as a new empire after a white peace.

This surprised me quite a bit since unless I missed it there was nothing about ideology wars in the patch notes.
