So habitats cant make ships. So whats to stop you or another player in MP from taking all the planets and just leaving you with habitats with noway to build ships. That game would get pretty boring.

If I remember correctly, Wiz said in the feature showing stream that they once experimentet with a ship building module for habitats. Perhaps it will be patched in later.
Otherwise you would have simply lost the game without planets.
On a more sarcastic note: the ringworld habitat can build ships.

Where has anyone said habitats can't build ships? Last I heard they're still working out the details of how habitats work with spaceports, with no confirmed details.

Caused by the bad Looking of a Station (Spaceport) over a Station (Habitat) over a World, a Habitat can't build Ships atM - That's All ...

As Others said, I would assume, that We have Modules in the Future to build Ships on Habitats ...

But to balance It, these Modules has to be (at Least) destroyable (since Habitats aren't).

As @Derp said, if the enemy gets to that point you already lost. Habitats are balanced to have the worst mineral production capacity.
It could even be that Habitats work like mining stations: If you loose border access, you loose the habitat to another player. So loosing the planets would already end the game.

The main issues against them having ship production were:
a) Balance. They must be as destructible as a Spaceport in Space combat and about as hard to build.
b) looks. A Spaceport over a habitat over a planet would get confusing quickly.
c) strategic balance. Adding a ton of ship production capacity to a tall empire could also cause issues.
