Okay, so that might be what was going on. The guarantees were scripted to occur, but the countries involved were already in factions. The situation involved Hungary's demands to Romania going foul, war occurring, and while I did end up "guaranteeing" Hungary, they never called me. Bulgaria did, but they were in the Axis, but by then I was in a "Meh" mood, as I had the NAP with the Soviets about to run out. The British did have guarantees to Romania and Romania was in another faction [neither Axis, Allies nor Comintern], but those may have been scripted, so they did end up offering to back Romania, and were listed as being involved, though they couldn't get there owing to the Turkish Straights; I don't think belligerents can get through there.
