I don't think it's really fair to complain about this.I find it a bit sad that there is one choice for evolution of your government; it would be cool (if taxing to design!) branching advanced forms.

You can change your government whenever you want, for whatever reason you want. Just annexed a bunch of unruly pops? Change your government to a more ethically convergent one, and say "The government has evolved its form to meet the demands of ruling a diverse population". Rival empire on your borders getting uppity? Change to military republic, "The government has evolved to meet the challenge of SmugSlug aggression".

I think that you are mistaken, there is evolution but it's linear not branching X-->--Y e.g. indirect democracy -->-- democratic utopia, plutocratic oligarchy -->-- mega corporationMy point was that there IS branching evolution of government form.
You have 15 to choose from and 15 more on Galactic Admin. You "evolve" whenever you want, in whichever one of 29 branches you want.
