Question about Government Capacity and Celestial Empire.

I was playing a game as Japan and had a Government Capacity at 2,425/3000+. I then took the Empire of China from someone and instantly my Government Capacity went to 974/3400+.

My number of states and territories remained the same, so why did my "Current" Gov't Capacity drop so much? I'm guessing there is some hidden mechanic that I dont know about that allows the Emperor of China to have reduced current capacity, but any help is appreciated.

Some of your TC land could be converted into territory due to capital change or some other reason?

I dont know if it a bug tho. I'm hoping someone has seen this before and can answer it.

I was playing as Japan and all the land outside of Japan is still set as Trade Company

The only save I have before the switch is about 60 years before it happened. I could try to replicate it, but it may take some time to do it.... So thats part of the reason I was hoping someone else has seen this before I have to go replicate what might be happening.
