Question about France's 1936 light cruiser research.

Hi all, I am beginning a new France game with the latest DLC installed. France starts without the 1936 light cruiser tech so I research it (along with the basic cruiser armor scheme) first. But once researched the 1936 Cruiser Hull is belong to the outdated equipment with only the engine equipped, which means that I have to invest a lot of naval XP to make it fully functional. It is normal at all? It seems that it is better just to upgrade and build the Early Cruiser Hull class ship. Thx!
