I just recently bought Europa Universalis 3 and am loving the game, but I have a question about the Holy Roman Empire. I have been playing as Bohemia and am currently the Emperor of the Holy Roman Empire. I want to raise my Imperial Authority (among other things), but I can't seem to figure out how to add new provinces to the empire. How does one go about doing that? Or what are other decisions the Emperor can make, as I'm not entirely sure what powers the Emperor has besides the bonus modifiers. I can't find any answer online that explains how to do it or what event adds them.

I have all the expansions to Europa Universalis 3 and am running no mods.

Adding them is a provencial decision. The provence needs to be cored. I'm fairly certain that the AI won't enact this decision when a human is emperor. Hence only your own cored provences can join the HRE.

Okay, that makes sense. Are there any other decisions the Emperor can make to increase Imperial Authority, besides the liberation wars?

Well

Adding provinces and then releasing minors creates new princes +10 IA

During reformation a lot will switch to protestant, if they are your vassals you can easily switch them back to catholic +10 IA

defending the empire gives IA and etc.

But yeah, liberating all the minors like Hamburg etc is good.
