Are there more requirements to this than just being Muslim? Although for most areas that are Muslim at start it seems to be working, Khiva, Bulgar and France (Ruler Designer) still show the names Khiva, Bulgar and France on the map. Rather than their dynasty names.

That explains the France and Bulgar case. But Khiva has a Turkish ruler which has the dynasty_title_names = yes in the culture file (as well as a Turkish neighbour for whom it does seem to work. (Hi Swing Sultanate)). the Kingdom of Khiva is also the only land held by the Qarakhanid dynasty. So its not that the name is being used elsewhere.

Bulgars turned Cuman it seems. :)

Edit: giving Khiva a custom ruler did result in it changing name to fit the dynasty. But with the standard ruler for each period on the timeline that it exists (as far as I checked) it simply says Khiva.

Russian Empire requires Russian culture to form so you'd need atleast one generation of being a different culture (eww). On the bright side, atleast you start with a significant part of the de jure territory. (12 out of 81 counties)

Do you get any information about that on the map or do you have pull the data manually out of the game files?

I'm asking because the "official" reason stated for those empires being de iure is that the de iure map gives you ideas of what to do etc. and essentially guides your choices in the game. Whereas if you don't get the info you don't know how to form that empire, you might never be able to but only be frustrated about that, which would defeat that explanation (I was previously suspecting a multiplayer balance tweak there).

The new empires have a create button like duchies and kingdoms have, the information I mentioned is from hovering over that button. (And they also show up on the de jure map mode)

Their dynasties would still have the wrong founder culture, and so would not name titles after them.

The founder of Qarakhanids is Turkish but In 00_dynasties.txt Qarakhanid has culture = mongol is this why they show up as Khiva rather than Qarakhanids on the map?
