So some government types are supposed to impose limits on the sliders. So for example if you are a merchant republic, you cannot go more centralized than 0. The game says that you can pass these limits but "at great cost". What exactly is the great cost?

I am a merchant republic and used to be at 0 for centralization/decentralization. Then I had an event that gave me 2 centralization and I blew right past the limit (i.e., I went to -2). I checked very carefully if I am suffering any "great cost" for passing the limit but cannot find anything.

the great cost refers (or used to - haven't done this in httt) to the revolts and such that might happen when you move the slider. doing so by event saved you from that trouble :)

Ciaphas is right (and Soulitaire is wrong, incidentally). The random outcome of a slider change doesn't (and never did) get worse if you go past the limit, but you're suffering more revolt risk (in your case +2% in every province, which may or may not be a problem, depending on how much RR you had before).

You guys are right

You are right. I just checked and every province of mine has an additional 2 pct revolt risk. This is going to be quite a pain as I already have a lot of nationalism, wrong religion provinces, etc.

I wonder if I should try to row back on centralization or just bite the bullet and try to research the administrative republic ASAP. I am at gov tech 10 now, so it will be a while.

I`d say it depends... if you do not expect some huge stability drops, you should be fine, IMHO... you have some decisions that lower revolt risk, and you also have the courthouse that lowers revolt risk, even a provincial decision that lowers revolt risk (provincial court system I think)

I also believe moving across lowers mtth for certain events... So it have been for me, but this may also come from the added rr
There is no trigger code that can check if a sliderlimit is exceeded. But many events are more (or less) likely to trigger with extreme slider positions.

The RR from exceeding the limit is manageable if you're at peace, but a long costly war can be disastrous. Also, Moving further above/below the limit only gives negative consequences, yet moving back to the limit only gives positive consequences.

I would agree the +1 RR isn't all that bad, but if your nation can't handle it moving the slider toward decentralization has a 100% chance of getting you a good event. But of course staying centralized is also very beneficial.
