how can I edit new countries in game. At once I saw a thread about that topic, but I cant find it anymore. And I also dont know if here is a search function at these forums to find such a topic.

The Various useful tools and resources thread in the modding subform has a link to Havard's EU editing empire, which has a lot of information on modding (including a guide to country creation). Some of it is a bit out of date, but it's still a good place to start.
