Hello everyone,

Something I can't understand about government types and wrong government penalties is that some characters don't get it while others do.
In my game as northumberland (year 865) my ruling type is feudal but there are provinces to the north of my realm that dont have castles and only cities and tribes such as Lothian. Some of their rulers get wrong government type penalty and some of them not. I tried the revoking the title from the chief of Lothian who didn't get the penalty. When I did this his government type automatically changed to feudal.
I tried testing this with other characters that are tribal types.When I invite them to my court they automatically change to "feudal" type.
So how can I employ the tribes or cities with correct government typed rulers?

This guy is the chief of northumbria and he doesnt have the wrong governtment type thing, when i revoke the title he leaves my court, goes to somewhere else and turns "feudal". And he doesn't get the penalty from his other ruler either. He is seen as "tribal" in the interface.
On another try when I revoked the title, he goes somewhere else and turns into "theocracy" and he doesn't get the penalty again.

And this guy is the chief of Rhinns and has the wrong government type penalty. When I revoke the title he goes to somewhere else and turns feudal with no penalty. He is seen as "tribal" in the interface.
I know I should build a castle for this one but how about the other guy? He doesn't have the penalty but this one does.

Is this a bug? Or some characters adapt better to wrong government types or am I missing something?
What is the problem here? I can't understand and that is killing me.

Also when I call someone else who has "tribal" government type to my realm, he automatically turns to "feudal" so does the government type of characters ought to represent my realm's government type in general?
If so why does these chararacters in the picture are seen as "tribals"?

I am really confused here nad appreciate help.

Unlanded courtiers' "government type" is just their liege's and doesn't really mean anything.

I believe tribal vassals get the wrong government type if they're a different culture from you?

Thanks that's a good point.
I tried assigning someone of different culture to Lothian and he got wrong government type while assigning someone with the same culture as me didn't give get the wrong culture penalty. Needs more confirming though because the one I assigned and didn't get the penalty held another title which was a county of a castle.
