A question: does AI swap buildings in the holdings? For example, if I was stupid and used to have Farmlands province, but instead of Estates I put a number of military buildings to the fill. Then AI took the holding from me. Would AI swap some low-priority building for estates, or it would develop from the set that already there?

Ai never changes buildings, thats why if you want to give a city to a mayor immediately start building economic buildings to them so they dont waste it with something like camel thing.
