Hey everyone.

I'm playing my first HRE game as Brandenburg and I want to form Germany. I'm the emperor of the HRE, got the biggest army and can now start taking provinces th wiImperial Liberation CB. Howevever, it seems liket like a drag because of the "Unlawfull territory" thingy. I'm just wondering if it's possible to take all the HRE provinces you want, make your infamy stop right before the limit, then - to avvoid the "unlawful territory" piling up - make all the elector hate me, make my king a general and hope that he'll die so there's a new emperor? And then leave the HRE with all my provinces. Or do I still have to suffer for the territories? :) Playing HTTT.

As France and not part of the HRE i also got the Unlawfull Territory events, i recon these are tight up with any province that is part of the HRE. Even if you leave the HRE, your provinces will still be part of it and you will need a ton of magistrates to have each province leave the HRE aswell. Doing this will cost you even more. Also if you do get your infamy up to the limit and then leave the HRE aswell the rest of europe might find it interesting in DoW'ing you. Even if this all wont happen and you are left alone, you will still get so many Unlawfull Terrirory events your stability will be -3, your infamy maxed, you reputation is bad with everybody and all if not most of europe will have a CB on you, so it will be very intersting to see if you survive long enough to get a core on the provinces.

So to answer the question: Yea, you could try it...if your up for a long and hard fight to keep it all together. Imo just take the provinces one by one, keep the infamy in check, just suffer the unlawfull territory event and go form Germany.

In In Nomine, there is no point dismantling the HRE as Germany. The HRE can be a useful tool for expanding your influence in Northern Italy. However, in Heir to the Throne, another option is to unite the HRE instead of forming Germany as it is much larger and instantly grants you cores on all provinces. The only downside to this option is the lack of base tax increases from the German Unification."

That will get rid of the infamy penalties. The Formal Request event from the emperor and the province penalties associated with it will stick around, though, as long as the provinces are HRE provinces. Even if you take your country out of the empire, the provinces are still considered imperial territory. You can tell which provinces are imperial territory if they're green with the Imperial map mode on. You can make individual provinces stop being imperial territory by using a province decision that costs a magistrate and a big relations hit with the emperor.

I annex just enough to have a net negative infamy, usually around -0.1 infamy each year. I usually force the countries with the required provinces to be my vassals. The vassal annexation missions are good for the free core. I try to get personal unions with them in the hope that cores will come faster through natural integration.

it is even worse than what you think.
if you leave the HRE, the unlawful lands are ceded to the emperor!
Forming Germany is a slow process. vassalize and marry. eventually you will get some missions that will give you core or you may be lucky to inherit a nation. and try to have only up to 2-3 unlawful territorries (although as an emperor you won't get the unlawful province modifier, only the infamy and prestige decreases).

Take the lands that form the core of Germany, and use the return unlawful territory event to give back any extra territories that are driving your infamy high. When the 50 years is up, and you form Germany you will get a core on all lands considered German as well a reconquest Casus Belli (0 infamy to take), and be able to take these lands back with no infamy or prestige hit. It's a lot more convenient to take the land this way as it comes fully stocked with most of the upgradd building already instead of getting a bare province with only forts. Most of the land I reconquested had trade, production, naval and land buildings up to or near level four.

One thing that would help is if you have imperial ban use that instead of the other option as it gives you a core on that provinces.
You get a core whenever you take an HRE province as an HRE member from a non-HRE member; it just so happens that that matches perfectly with the targets for Imperial Ban if you're the emperor and have passed the first reform.

Thanks a lot for all the answers, guys. I guess I've just been to impatient and have wanted to form Germany asap. I'll try to vassalize and marry. Pewt: Can't the PU backfire? I once tried to spam some royal marriages but ended up beeing ruled by the king of France! I guess I should only marry nations destined to have lower prestige than me? Also, I'll try to use the Imperial Ban whenever I can. For those of you who have formed Germany already: Around what time to you form it? Is Brandenburg-Prussia-Germany a whole game, or do I have 150-100 years to wage wars once I've become Germany??

Use Claim on Throne CB, Fabricated Claims CB, or Restoration of Union CB; don't rely on luck to get PUs (since it'll almost never happen).
