Should this be changed so it would be the 3rd idea on the Exploration set?

I feel like it comes a couple decades too early for the Iberians.

Then Exploration would start with 1 colonist, exploration range and then quest for the new world.

Any opinions?

Good point.
This would all be much easier if trade companies were independent of colonization.

Maybe separate Explorers and Conquistadors from the quest for the new world, and then add the quest to exploration range?

Maybe it's fine that colonists is not useful until later. This way Portugal's and Norway's starting explorer, as well as the event with Colombus becoming an explorer would be more meaningful. It would also slow down the colonisation so half of Americas isn't colonised by 1510.

the event with Colombus becoming an explorer would be more meaningful
This event currently requires Portugal to have two exploration ideas and if Portugal declines, the event can only be passed on to countries which have the quest for the new world idea.

It used to start with one colonist. But the colonist was pretty useless if you can't explore anything to colonize.
Where did the 'free CB on native Americans' used to be? And yeh I'd prefer it start with an explorer, so as Portugal you can colonise cape Verde alot faster, as well as spice islanders getting faster RoI

Quest for the New World would give land and sea maneuver.

Exploration should be more about improving your ability to manage a global empire.

Reduced governing capacity for colonies or reduced colonial maintenance cost for improving your ability to manage global empire?

You already have the increased naval force limit, and expansion gives an extra diplo slot

Iberians already have enough of a headstart on colonisation in my view. All of these suggestions would just make life harder for non-Iberians who want to colonise.
