The twelve men of the Interim Authority begin what would be remembered as their only successful endeavour, a census of all Quebec. At the suggestion of the two bishops the population portion of the census was to be made by the clergy, as they reasoned who would have better knowledge of a community than the man they make their confessions to, and if the two churches could work together it would send entirely the right message to the people.
To complete the census the men of the Interim Authority examined the tax records in an attempt to discover just how wealthy Quebec had been making the British Empire, just what huge sum of money they would be able to use to improve the region. The numbers just did not add up, eventually Archibald was sent for in the hope he could clear the matter up.
Archibald started to break the news to the men of the authority carefully, choosing his words after great deliberation. Quebec was more of a drain of the British purse than anything else, its industries were highly undeveloped and its profitability negligible. The dominion of Quebec would be self supporting; as long as they made sure government spending was frugal and did not try to overplay their hand.
News of Quebec’s financial status was never publicly released but the word spread like wildfire, and this was the beginning of political parties within the dominion. Some men promised solutions to all Quebec’s problems, but did any of them really have any clue what needed to be done.
