Usually I have a few strategic forts (capital, border with rival, choke points), that I don't want to mothball ever in order to keep them nice and strong. I'd like to be able to designate those forts as such, so that I can then hit the "mothball all" button without going back and turning them on manually. It would just be a lot more convenient.
